Prosperous Development of All the Social Undertakings. The ”°Double Basic”± work (basic compulsory education is guaranteed and basically there is no illiterate among the youth) completely has met the requirements, the compulsory education guarantee mechanism has been set up basically, RMB 85 million Yuan of tuition and incidental expenses has been exempted for all kinds of the poor students, enterprise and school have been separated completely and the citizen-managed teachers transformed to formal teachers. The investment size of education has been enlarged, dilapidated buildings in primary schools and middle schools in rural areas have been rebuilt rapidly. New campuses of Gongqing college and university have been built preliminarily, JiujiangUniversity has been newly built to end the history that there was no University in JiujiangCity. There are 80,000 university and college students in JiujiangCity. The situations and conditions concerning education and culture have been greatly improved, the total investment in education reached to RMB 5.62 billion Yuan, newly built school housing area are 807,000 square meters, and the rebuilt dilapidated building area are 610,000 square meters. New progress in spiritual civilization construction has been achieved, and the education base on flood prevention and caution has been built and opened up to outside. Public health system construction has been accelerated, the disease prevention and control system has been set up and medical treatment of public health accidences has been improved. A large number of public undertaking projects have been set and started up, the Central Blood Bank has been completed and Municipal Maternal and Child Health-care Building, Municipal Sports Center, Sports Center for the children and Apartment for the aged have been launched, the leisure square for the citizens has been launched and the Municipal Library has been completed and put to use, and Lushan International Golf Resort has been basically completed. Mt.Lushan has been titled the WorldGeologicPark, and the Municipal Forest Park has been completed basically. JiujiangCity has the honor to be successfully awarded the ChineseSeductiveCity. Jiujiang City Memory and Jiujiang Yearbook have been formally published. The population growth is slow and the growth rate is 7.95”ė, much lower than the target 10”ė. Zhang Liping, a citizen of JiujiangCity, broke the world record at the 28th Disabled Olympic Game.
Establishment of Emergency Treatment Mechanism. During the Tenth Five-Year Plan period, Party committees and governments at all levels and the people of Jiujiang City stayed calm before the emergencies and successfully made effort to combat SARS, bird flu, typhoon, rainstorm, the brown plant hopper (Nilaparvata Lugens Stal) and the white-backed plant hopper (Sogatalla furcifera Horvath), pinewood nematode, and ”°11”¤26”± earthquake. Particularly after the ”°11”¤26”± earthquake in 2005, CPC Jiujiang Municipal Committee and the Municipal Government rapidly prepared emergent schemes and conducted disaster relief and rebuilding after the disaster. With the full support of the CPC Central Committee and the State Council, with the joint efforts of CPC Jiujiang Municipal Committee and the Municipal Government, and with the forward command of the leading cadres at all levels, the victims and the injured people have been settled or medically treated promptly and properly, the material supply, sanitation and epidemic control have been enhanced. All-round construction after the disaster has been carried out, and the guarantee of basic cost-of-living for the victims and the social stability of the disaster region have been ensured, kinds of emergent schemes have been prepared and perfected to ensure the economic social development.
Marked Improvements of Economic Development and Progress of Democracies and Rules of Law. Laws and systems were further formulated to standardize the government activities, land acquisition, project bid, government purchase, urban management, and emergent scheme construction. Political negotiation, democratic supervision and involvement in political discussion of CPPCC National Committee Members were brought into play sufficiently, bills of representatives of the People's Congress and proposals of CPPCC National Committee Members were taken into considerations.
