Jiujiang is one of China¡¯s key bases of commodity grain, cotton, and oil as well as Jiangxi¡¯s silk-making base. With a fairly solid industrial foundation and a substantial industrial potential, Jiujiang has an industrial system consisting of such pillar industries as petrochemical, textile & garment, metallurgy & building materials, auto making, electronics & electric power, and food processing. Jiujiang has long been an important commercial port. Quite a few large trading markets have been founded, where there are active business transactions. Having easy accesses to waterways, Jiujiang has a favorable transportation position and a tremendous potential for the development of the modern logistics. Being one of China¡¯s Excellent Tourism Cities, Jiujiang is rich in tourism resources, and its tourism has a good market outlook. During the Tenth Five-Year Plan period, Jiujiang made much progress in social and economic development through difficulties.

A cycle of Rapid Economic Growth. During the Tenth Five-Year Plan period, Jiujiang¡¯s total output value doubled from RMB 21.3 billion Yuan to RMB 42.89 billion Yuan with an average annual growth rate of 13.6%, 2.6% higher than the target value of the Tenth Five-Year Plan and 7.1% higher than that of the Ninth Five-Year Plan. During the same period, the per capita total output value reached RMB 9,230 Yuan, doubling with an average annual growth rate of 12.7%. The total finance revenue rose from RMB 2.052 billion Yuan to RMB 3.981 billion Yuan, an average annual growth rate of 14.2%, the general budget revenue at local level rose from RMB 1.05 billion Yuan to RMB 2.245 billion Yuan, an average annual growth rate of 16.4%. County economy is becoming stronger. During the Tenth Five-Year Plan period, the finance revenue of every county and district of Jiujiang exceeded RMB 100 million Yuan, and the finance revenue of Xunyang District, XiushuiCounty exceeded RMB 300 million Yuan respectively. There came delighting news at the end of last year that according to the State Statistics Bureau Jiujiang is listed among national top 100 cities (counties) in terms of a comprehensive strength.

Great Successes in the Reform and Opening. The paces of reform are faster. Much progress has been made in replacing administrative charges with taxes in rural areas, the reform of state-owned enterprises, of investment mechanisms, of the state property management system, and of administrative examination and approval system. 60 measures have been formulated to deepen reforms and expand opening. Reforms have been implemented in 52 municipal enterprises, and almost all county enterprises have completed system reforms. 15 municipal organs and 45 country administrative divisions have been retrenched. The farmers were free from an accumulative charge burden of RMB 315 million Yuan thanks to replacing administrative charges with taxes in rural areas, and the reform of forest property ownership is being steadily pushed forward. Important steps have been taken in the establishment of the framework for a system of public finance. The reform of medical service, education, road traffic, grain production, housing, electricity supply, and science and technology systems is steadily pushed forward. Initial results have been achieved in developing and utilizing the capital market. South Grain Exchange, a state-level regional future market and a project among the Tenth Five-Year Plan, has begun operation on-line, thus becoming one of China¡¯s chief three future markets for grain trading. Laoguantang Sewage Plant was built in BOT style in first time. The structure for an outward-looking economy has taken shape. Jiujiang has been approved by the State Council for establishing an export processing zone. A total investment of USD 1.2 billion from abroad and from outside Mainland China has been utilized in the past five years, exceeding the total of all the previous years. There has been a strong momentum in exporting and utilizing capital from outside Jiujiang. Accounting for more than 80% of the investment in fixed assets, the investment from abroad, from outside Mainland China, and from outside Jiujiang has become an important factor to support the rapid economic development. Suzuki from Japan, RGMI Group from Singapore, the Far Eastern Group from Taiwan, HK Huafu, China Minmetals Corporation, and 3T Optoelectronics all have a presence in the city.

Remarkable Improvement in Economic Structure. Great changes have taken place in the industrial structure which was 20.2:45:34.8 at the end of the Ninth Five-Year Plan, and is 16.8:50.1:33.1 at present. The percentage of the secondary industry in the economic aggregates has risen to 50%, an increase of 5%. Industrial added value of Jiujiang¡¯s large state-owned enterprises and non-state-owned enterprises reached RMB 9.039 billion Yuan in 2005, ranking second in all municipalities of JiangxiProvince. There are 5 enterprises with profits over RMB 100 million Yuan. An industrial cluster consisting of petrochemical, building materials and textile has become the biggest one in JiangxiProvince. The crude oil processing capacity has grown from 3 million tons a year to 5 million tons a year, the output of cement has grown from 3 million tons to 10 million tons, and the output of cotton yarns has grown from 310 thousand spindles to 1 million spindles. Industry has begun to play an important role in national economy, and the pillar industries and industrial parks have become a strong force to push forward the rapid development of industrial development. The number of the enterprises that have a presence in the 12 industrial parks of Jiujiang is increasing at an average annual rate of 46.7%, and the actual infused investment is increasing at an average annual rate of 13.8%. The industry economy of the industrial parks accounts for one quarter of Jiujiang¡¯s industrial aggregates. Growing fairly fast, the non-public sectors of the economy have become a main factor to stimulate economic growth. The industrial output value and sales incomes of the non-public sectors of the economy accounted for 82.2% and 80.5% respectively of the whole industrial economy of enterprises. Jiangxi¡¯s processing and manufacturing base has taken its initial shape. Liana vehicles, 3T digital projectors, Ludong Silk bedclothing, Meilu milk powder, and Huiyuan fruit juice branded with ¡°made in Jiujiang¡± have been entering the supermarkets and households in a continuous stream, putting an end to the history that end products were not produced in Jiujiang. The position of agriculture as a foundation of economy is being consolidated, and the output of grain has hit new record. The output value of poultry and livestock raising and aquaculture has surpassed that of farming, and the planting area of cash crops has surpassed that of food crops. 13 state-level and province-level bellwether agricultural enterprises have been founded and are grown well, 46 green food brands have been made, and 71 bases for nuisanceless farm products have been founded. The reinforcement of main dikes along the Yangtze River and Construction of Houses for Migrant have been completed, and the Planting Base for Ganbei Jargonel has taken initial shape. The modern service is growing fast while the traditional service is in full swing, and private economy has become a new force in economic development while the ownership structure is being improved.

Dramatic Changes in Development Environment and Much Progress in Infrastructure Construction. Expressways as long as 93.3 kilometers have been built, and PoyanghuBridge, Jiu-Jing Expressway, roads circling Mt.Lushan, and Ducai Road were opened to traffic during the Tenth Five-Year Plan. The Speed-up Project for Wu-Jiu Multiple Tracks has been completed, and the building of Tong-Jiu Line is to be launched. Rural roads totaled 5,837 kilometers have been built, and installed generating capacity of 1.04 million kw has been built, accounting for more than a half of the existing installed capacity. The third-stage project of Jiujiang Power Plant has been completed and put into operation, the expansion and reform project of Zhelin Power Plant has been completed, and Baozishi Power Station has been connected to the networks and put into operation. The reform of electricity networks for rural areas and counties has been completed. Through expansion, JiujiangInternationalWaterTransportCenter has got a capacity of 100 thousand standard containers. The paces of urbanization are faster with an urbanization rate of 37.6%. Urbanization and industrialization push forward each other in joint development, which is an outstanding achievement in the economic development during the Tenth Five-Year Plan period. Ecological environment is protected effectively, and forest coverage is over 50%.

Great Changes in Investment Structure and Formation of Self-determination Scheme of Economic Development. In recent 5 years, the investment sources changed the most and the growth of investment size the fastest. The total investment in fixed assets in JiujiangCity was added up to RMB 57.863 Yuan, 3.5 times that of the Ninth Five-Year Plan, accounting for 50% of the total investment. The proportion of the investment in the secondary industry was bigger, so was the proportion of the investment in the tertiary industry. 2 markets were built in recent 5 years, and the turnover of each of them was over RMB 1 billion Yuan. The investments in infrastructure of the rural areas, public sanitation, basic education, etc have been increased. The number of private enterprises has been risen at an average annual rate of 23.9%, the registered capital has been risen at an average annual rate of 49.8%, and the tax value has been risen at an average annual rate of 37.5%. The proportion of the private investment in fixed assets rose from 10.2% of 5 years ago to 50.7%. The obvious diversification of investment is a mark of gradual formation of self-determination scheme of economic development in JiujiangCity.

Marked Improvement of People's Livelihood. Employments and re-employments were thought much by the government and the registered unemployment rate was controlled below 5% in the recent 5 years. Per capita disposable incomes of the urban residents increased by 71.5% and per capita net income of the farmer increased by 76.6%, higher than the target value of the Tenth Five-Year Plan. The insurances for the laid-off employees and for the aged retirees and the standard social security were implemented. The work of aid-the-poor (helping the poor) was enhanced and over 20,000 of the migrant poor have been settled. The sewerage and garbage disposal ability has been greatly improved. The city¡¯s infrastructure construction is being improved step by step, and the service function is being promoted, public administration is being standardized, and the living environment is being optimized.
